When to file

What qualifies as a grievance

A grievance is a formal complaint raised by a candidate, employee, or member of the public regarding an act, omission or decision of the Goa Public Service Commission that is alleged to be unjust, incorrect, or in violation of the rules and procedures of the Commission.

Examples include incorrect marks on an answer sheet, erroneous exclusion from a merit list, delays in issuing admit cards, and complaints about the conduct of the examination at a designated centre.

Note: Grievances regarding policy decisions, reservation categories, or eligibility criteria framed under the Recruitment Rules must be addressed through the RTI process or judicial review, not the grievance cell.

From intake to resolution, every grievance is tracked with a unique reference number.

Frequently asked questions

Is there a fee for filing a grievance?
No. Grievance filing is free of charge. The only cost is postal or courier charges if you choose to send it by registered post.
How will I receive the response?
The response is sent via email to the address you provide on the grievance form, and by registered post if you request a physical copy.
What if I am dissatisfied with the response?
You may escalate the matter by filing an RTI request under Section 6(1) of the RTI Act 2005, or seek judicial review through the Bombay High Court (Goa Bench).
Can I track my grievance?
Yes. The reference number issued during acknowledgement may be used to check status by emailing the Grievance Cell or calling the Secretariat.
