Citizen Charter

Our public commitments to every candidate and citizen who engages with the Goa Public Service Commission. Published under Section 4(1)(b) of the RTI Act 2005.

Our pledge

Merit. Transparency. Accountability.

The Goa Public Service Commission is a constitutional body established under Article 315 of the Constitution of India and governed by the duties set out in Article 320. Our role is to recruit the finest candidates for the civil services of the State of Goa, fairly and without favour.

This Citizen Charter sets out the commitments we make to every person who deals with the Commission. It is not a contract and it does not create legal rights or obligations, but it reflects the standards to which every officer of the Commission holds themselves accountable.

Every commitment below carries a defined timeline. Failure to meet a timeline may be brought to the attention of the Secretary through the grievance redressal mechanism.

Timely notifications

Every advertisement is published on this portal at least 30 days before the last date for application, with full eligibility, syllabus, and examination scheme.

Results are published on this portal within 45 working days of the final day of examination for objective tests, and 90 working days for descriptive papers.

RTI compliance

All valid RTI requests receive a response within 30 days, or 48 hours for requests affecting life or liberty, as mandated by the RTI Act 2005.

If we fall short

Escalation procedure

If a commitment listed above is not met within the stated timeline, the citizen may escalate the matter through the following route:

  1. Level 1 — Grievance Cell: Submit a grievance using the prescribed form with the reference number of the affected application or examination.
  2. Level 2 — Secretary: If the grievance is not resolved within 15 working days, escalate in writing to the Office of the Secretary at sec-gpsc.goa@nic.in.
  3. Level 3 — RTI: File a Right to Information request to obtain file notings and the reason for the delay.
  4. Level 4 — Judicial review: Seek judicial remedy through the Bombay High Court (Goa Bench) under Article 226 of the Constitution.

The Commission is committed to improving its service standards year on year. Feedback from citizens is actively welcomed and incorporated into the Commission's annual review process.
