Our Story

From Union Territory to Statehood

In 1962, Parliament passed the 12th Amendment Act making Goa, Daman & Diu a Union Territory. During this period, all selections for Gazetted Group A and B posts were made through the Union Public Service Commission.

Under the Constitution 56th Amendment Act, 1987, Goa became India's 25th state. This transition enabled the region to establish its own Public Service Commission.

Through Notification No. 13/54/88-PER-117 dated 26 May 1988, the Goa Public Service Commission was formally created, effective 30 May 1988. Dr. J.C. Alemeida, IAS (Retired) became the first Chairman.

Mandate

Functions of the Commission

As prescribed under Article 320 of the Constitution of India.

Conduct examinations
For appointments to Goa's civil services and civil posts.
Advise on recruitment methods
To civil services, including direct recruitment and promotions.
Counsel on appointment principles
Including promotions and transfers from one service to another.
Evaluate candidate suitability
For appointments, promotions or transfers.
Review disciplinary matters
Affecting persons serving Government in civil capacity.
Evaluate legal defense cost claims
For government employees defending official actions.
Assess pension award claims
For injuries sustained while serving in civil capacity.
Constitute committees
Interview Committees and Departmental Promotion Committees.
Submit annual reports
To the Governor, documenting commission work and unaccepted advice.
Exercise advisory functions
On matters referred by the Governor regarding Group A and B posts.
